Early detection of waves is crucial to monitor the pandemic emergencyand to define proper health policies. We propose a dynamic testing approach that allows identifying the start and end date of critical phases in the contagion dynamics, based on the reproduction rate evolution. We apply our method to a representative set of European countries, reaching good results in assessing the timing and severity of COVID-19 waves.
